Empat Faktor Penghambat Efisiensi Logistik Nasional Berdasarkan pengalaman Daniel selama puluhan tahun memimpin perusahaan logistik PT. Siba Surya yang punya aset ribuan truk dari yang awalnya hanya belasan, terdapat empat variabel utama yang berkontribusi terhadap tingginya biaya logistik Indonesia, di mana sebagian besar masih berada dalam kendali kebijakan pemerintah. 1. Proteksi Industri Truk (Kartel Pabrikan): Kebijakan proteksi yang sudah berjalan lebih dari lima dekade terhadap merek truk asal Jepang seperti Fuso, Hino, Isuzu, dan Nissan Diesel menyebabkan harga barang modal meningkat drastis. “Sampai saat ini, commercial vehicle masih dibebani bea masuk 35-45%. Empat merek besar itu berada dalam posisi oligopoli. Kalau mereka sepakat menaikkan harga, pasar tidak punya pilihan lain,” tegas Daniel. 2. Infrastruktur Tol yang Mahal: Tidak seperti di negara maju, di mana pajak kendaraan sudah mencakup hak menggunakan jalan bebas hambatan, Indonesia masih menerapkan sistem tol berbayar yang dianggap mahal bagi pelaku transportasi barang. Hal ini menambah biaya transportasi logistik di luar pajak kendaraan tahunan. 3. Fluktuasi Nilai Tukar Rupiah: Ketergantungan terhadap suku cadang dan bahan bakar impor membuat biaya operasional sangat sensitif terhadap pelemahan rupiah. Setiap perubahan kurs berpotensi menaikkan ongkos logistik secara signifikan. 4. Regulasi dan Birokrasi: Kompleksitas perizinan, pajak ganda (PPN, PPh, Bea Masuk, PKB, KIR), serta birokrasi antarinstansi memperpanjang proses dan meningkatkan biaya distribusi nasional. Peran Swasta: Mendorong Efisiensi dan Transparansi Meski tiga dari empat faktor tersebut bersifat makro, sektor swasta dinilai tetap memiliki ruang untuk mendorong efisiensi melalui inovasi dan digitalisasi logistik.
